REGULATIONS

1. EVENTS

• XXII International Open U2350. Valid for FIDE rating.
• JAIME SIMONET Memorial Blitz Tournament Valid for FIDE Blitz rating.

2. ADMISSION

1. Registration in the XXII International Open U2350 or to the Blitz ChessBase Tournament is allowed if the players meet the following: those with the Spanish flag in FIDE, must be federated and have a valid license for the 2025 season; those of foreign flag in FIDE must have FIDE code (FIDE-ID). The organization reserves the right to refuse any entry.

2. Restriction for the XXI Under 2350 Open. Those players may play who:
a) Are FIDE rated at most 2349 on the FIDE Rating list as of October 1st, 2025, and have not been GM or IM FIDE tittled. For players not included into the current FIDE Rating list, the last published rating will be applied. Rating lists to be used: FIDE Standard.

4. PLAYING SYSTEM

System: FIDE (Dutch) Swiss System, according to VegaChess. Complaints about computer matching are not accepted, except for erroneous data entry or serious program failure. Corrections must ensure, and not affect, the normal development of the competition.
• XXII International Open U2350, 9 rounds.

• Jaime Simonet Memorial Blitz Tournament, 7 rounds.


5. INITIAL ORDER

Initial Ranking List:
• All tournaments: Firstly, according to FIDE* rating in force (in case of an inactive player, last rating will be considered). If two players have the same FIDE rating then the best FIDE title prevails and after that, alphabetical order.

6. TIME CONTROLS

International Open Under 2350: 90 minutes for 40 moves, 15 minutes more for the rest + 30 seconds increment per move fron the first one.
Blitz Tournament: 5 minutes + 3 seconds increment per move (Bronstein system)


7. BYES OF HALF POINT

1. A player can request not to play in any round, receiving half a point for each requested bye (this is understood without assignment of color; it does not count as a default, and the pertinent effect is accepted in tiebreaks).
2. Up to 3 breaks can be granted, untill 7th round for XXI International Open U2350.
3. Requirement: written request, registration e-mail, before the first round of the International Tournament. For rounds after the first, the player must request his byes in writing at the arbiter's table.
For first round, confirmation from the Organization is required.
4. Cancellation: A player will be able to cancel his byes. He will do so in writing before the publication of the first pairing, or before the start of the immediately preceding round, as the case may be.
5. Confirmation: concession and cancellation require express confirmation from the Organization to be valid. The player must prove such confirmation, if necessary.


8. PLAYING RULES

1. Laws of Chess, the FIDE Code of Ethics, and these Regulations shall be applied, which may be modified.
2. Registration implies acceptance of these Regulations. Players will abide by these rules during their games.
3. Chief Arbiter may impose sanctions on participants for inappropriate behavior on the Playing Zone, even if not directly related to a game, if they affect the good order of the tournament, including claims that are ostensibly reckless or in bad faith; or to the respect due to the people attending; or care of the facilities. The penalty will correspond to the seriousness, the damage caused and the recurrence, and will be those contemplated in article 12.9 of the Laws of Chess.
4. In order to leave the Playing Zone, players, whether or not they are in play, will follow the rules set forth in the Laws of Chess and the instructions of the Chief Arbiter. Failure to comply with these rules may lead to a sanction. The penalties will be in accordance with the Laws of Chess and the FIDE Code of Ethics.
5. Players must inform an arbiter about the result of the game and must give him the scoresheets, immediately after the game ends. The arbiter will record the result and collect the scoresheets.


9. BEING LATE IN A GAME

A maximum delay of 30 minutes is allowed.


10. PLAYING CONDITIONS

1. Players are entitled to decent and comfortable playing conditions; to fair and respectful treatment by the Organization and the arbiters; to sufficient services; to complete general sports information about the tournament; to specific information about title results; and have open access to the playing area 30 minutes before the start of the round, in order to carry out the pertinent health actions.
2. Players may not carry or use electronic communication devices, smart watches or other devices that may contain information, except as authorized by the Chief Arbiter, in accordance with the FIDE Laws of Chess. Otherwise, they will lose the game. The Organization will not accept the deposit of these devices or accessories.
3. Possession of an electronic communication device may be sanctioned more lightly. Such a lighter sanction will only be applicable if the device has been completely disconnected and the player has not left the Playing Hall during the game.
4. Chief Arbiter may decide that any game be played or continue in a special room.

11. PARTICIPATION CONDITIONS

1. Participants authorize the Organization to use the personal identification data provided, as well as the photos or videos, for the purposes of managing the tournament and its sports information in the media and the Internet.
2. Accommodation and care of underage participants is not the responsibility of the Organization.
3. Organization is not responsible for the health care of the participants.


12. COMPLAINTS

1. Each player will review their data in the official lists of the Festival. A player's claim, regarding his data or results, for prize purposes and to the detriment of third parties, raised after the publication of the pairing of the last round may be rejected; and if it refers to the pairing or result of said last round, if 15 minutes have elapsed since its publication.
2. A decision of the Chief Arbiter can be appealed to the Appeals Committee, in writing, within 15 minutes after the end of the game in question, in the terms authorized by the Laws of Chess. Sanctions outside the game, decided by the Chief Arbiter, can also be appealed within 15 minutes of their notification. To present the appeal, a deposit of €50 will have to be deposited, which will be returned if the appeal is successful, or even if it is not successful, if the Appeals Committee considers that there were well-founded causes for its presentation.
3. The Appeal Committee will be made up of the Tournament Director, a member of the organization, and 3 players, according to the drawing of lots, who are born before 2007 and with an Elo rating greater than 1900 (computed in the ranking). If there are qualified arbiters among the players, it is desirable that at least one of them is part of the Committee. There will be substitutes to cover the absence in the Playing Hall or direct involvement.

13. DISQUALIFICATION

A player’s default (not the "bye") in a round will cause his disqualification, unless he excuses himself in writing and asks to continue, before publishing the pairing for the next round. It supposes the definitive disqualification:
• The accumulation of two defaults, except for an exception authorized by the Chief Arbiter and the Tournament Director, based on a justified reason.
• A serious offense, in accordance with Laws of Chess and the FIDE Code of Ethics

1. EVENTOS

• XXII Abierto Internacional Sub2350. Evaluable para Elo FIDE standard.
• Torneo Blitz Memorial JAIME SIMONET. Evaluable para Elo FIDE Blitz.

2. ADMISIÓN
1. Se permite la inscripción en el XXII Abierto Internacional Sub 2350 o en el Torneo Blitz Memorial Jaime Simonet si los jugadores cumplen lo siguiente: los de bandera española en FIDE, por imperativo de la Federación, deben estar federados y tener licencia en vigor para la temporada 2025; los de bandera extranjera en FIDE deben tener código FIDE (FIDE-ID). La Organización se reserva el derecho de admisión.

2. Restricción para el XXII Sub 2350. Podrán participar aquellos jugadores que:

- Tengan un Elo FIDE máximo de 2349 en la lista de la FIDE de 1 de octubre de 2025, y que no posean título de GM o IM. Para jugadores “fuera de lista”, se utilizará su último elo FIDE publicado.

4. SISTEMA

Sistema: suizo holandés FIDE, según programa VegaChess. No se admiten reclamaciones sobre el pareo informático, salvo por entrada errónea de datos o fallo grave del programa. Las rectificaciones deben asegurar, y no afectar, el normal desarrollo de la competición.

5. ORDEN INICIAL

Orden inicial:
En ambos torneos: Según Elo FIDE* vigente (y en los “excluidos de lista”, su último Elo publicado). En igualdad de Elo FIDE, prima la mejor titulación FIDE y, luego, orden alfabético.

*Torneo Blitz: Elo FIDE Blitz (para los jugadores sin elo FIDE Blitz, se usará su elo FIDE Standard)



6. RITMO DE JUEGO

En el XXII Open Internacional Sub 2350: 90 minutos para 40 jugadas, 15 minutos más hasta el final,
con 30 segundos por cada jugada propia desde el inicio.
En el Torneo Blitz Memorial Jaime Simonet: 5 minutos más 3 segundos para cada jugada, según sistema Bronstein




7. DESCANSOS AUTORIZADOS

Un jugador puede solicitar no jugar en alguna ronda, (se entiende sin asignación de color; no cuenta como incomparecencia, y se acepta el efecto que sea pertinente en desempates, según reglamentación FIDE en vigor).
1. En el XXII Open Internacional Sub 2350 se pueden conceder hasta 3 descansos. En las 7 primeras rondas, se concederá medio punto por cada uno de dichos descansos.
2. Requisito: solicitud escrita, e-mail de inscripción, antes del comienzo del torneo para la primera ronda. Para las rondas posteriores a la primera, en la mesa arbitral por escrito.
Para la primera ronda se requiere confirmación expresa de la Organización.
3. Cancelación: Un jugador podrá cancelar sus exenciones. Lo hará por escrito antes de la publicación del primer pareo, o antes de iniciarse la ronda inmediata precedente, según el caso.
4. Confirmación: tanto la concesión como la cancelación requiere confirmación expresa de la Organización para ser válida. El jugador debe probar tal confirmación, en caso necesario.


8. REGLAS DE JUEGO

1. Regirán las Leyes del Ajedrez, el Código de Ética de FIDE, y las presentes Bases, que pueden ser modificadas, previo anuncio, por razón de fuerza mayor o por mejora técnica o por cambio las reglas oficiales de la Federación. La versión definitiva de las Bases será la versión expuesta en la sala de juego.
2. La inscripción presupone la aceptación de las Bases. Los jugadores se atendrán a estas reglas durante el curso de sus partidas.
3. El Árbitro Principal pueden imponer sanciones a los participantes por conductas en el recinto de juego, aunque no guarden relación directa con una partida, si afectan al buen orden del torneo, incluyendo las reclamaciones ostensiblemente temerarias o de mala fe; o al respeto debido a las personas asistentes; o al cuidado de las instalaciones. La sanción se corresponderá con la gravedad, el daño causado y la reincidencia, y serán las contempladas en el artículo 12.9 de las Leyes del Ajedrez.
4. Para salir de la zona de juego los jugadores, estén o no en juego, seguirán las reglas previstas en las Leyes del Ajedrez y las instrucciones del Árbitro Principal. El incumplimiento de estas normas puede conllevar una sanción, conforme a las Leyes del Ajedrez, al Código de Ética de FIDE y al Reglamento de Fair-Play.
5. Los jugadores deben comunicar al árbitro el resultado de la partida y deben entregarle las planillas, inmediatamente que termine la partida, sin levantarse de su mesa. El árbitro dejará constancia del resultado y recogerá las planillas.


9. TOLERANCIA EN LA COMPARECENCIA

Se permite un retraso máximo de 30 minutos.


10. CONDICIONES DE JUEGO

1. Los jugadores tienen derecho a condiciones de juego dignas, reglamentarias y confortables; a un trato justo y respetuoso por parte de la Organización y los árbitros; a servicios suficientes; a una completa información general deportiva del torneo; y tener acceso abierto en la zona de juego 30 minutos antes de comenzar la ronda.
2. Los jugadores no pueden llevar ni usar dispositivos electrónicos de comunicación, ni complementos electrónicos de mano o aparatos de otro tipo, salvo en los términos autorizados por el árbitro principal, conforme a las Leyes del Ajedrez de FIDE. En caso contrario, perderán la partida. La Organización no aceptará el depósito de estos dispositivos o complementos.
3. Se podrá sancionar más levemente la tenencia de un dispositivo electrónico de comunicación. Tal sanción más leve sólo será aplicable si el dispositivo se ha encontrado totalmente desconectado, y el jugador no ha salido de la zona de juego durante el transcurso de la partida.
4. El Árbitro Principal puede decidir que alguna partida se dispute o prosiga en un recinto especial.


11. CONDICIONES DE PARTICIPACIÓN

1. Los participantes autorizan a la Organización el uso de los datos de identificación personal proporcionados, así como de las fotos o videos, para las finalidades propias de la gestión del torneo y de su información deportiva en los medios de comunicación e Internet.
2. El alojamiento y cuidado de menores participantes no es responsabilidad de la Organización.
3. La Organización no se hace responsable de la asistencia sanitaria de los participantes.


12. RECLAMACIONES

1. Cada jugador revisará con diligencia sus datos en los listados oficiales del Festival. Puede rechazarse la reclamación de un jugador, sobre sus datos o resultados, a efectos de premio, y en perjuicio de terceros, planteada tras publicarse el pareo de la última ronda; y si se refiere al pareo o al resultado de dicha última ronda, si han transcurrido 15 minutos desde su publicación.
2. Una decisión del Árbitro Principal es recurrible al Comité de Apelación, por escrito, en los 15 minutos siguientes a la finalización de la partida en cuestión, en los términos autorizados por Las Leyes del Ajedrez. Las sanciones al margen del juego, decididas por el Árbitro Principal, son igualmente recurribles dentro de los 15 minutos siguientes a su notificación. Para presentar el recurso habrá que depositar una fianza de 50€ que será devuelta si el recurso prospera, o aún en caso de no prosperar, si el Comité de Apelación considera que había causas fundadas para su presentación.
3. El Comité lo formará el Director del Torneo, un miembro de la organización, y 3 jugadores (1 tirular y 2 suplentes), nacidos antes de 2006 y con Elo superior a 1900 (computado en el ranking). Si hay árbitros titulados entre los jugadores, es deseable que al menos uno de ellos forme parte del Comité.

13. DESCALIFICACIÓN

La incomparecencia (no el “bye”) de un jugador a una ronda causará su descalificación, salvo que por escrito se excuse y pida proseguir, antes de publicarse el pareo de la ronda siguiente.
Supone la descalificación definitiva:
• La acumulación de dos incomparecencias, salvo excepción autorizada por el Árbitro Principal y el Director del Torneo, en base a una razón justificada.
• Una falta grave, de acuerdo con las Leyes del Ajedrez y el Código de Ética de la FIDE.
