PETER LONG MEMORIAL - 2º INTERNATIONAL KILLER CHESS TRAINING OPEN

RULES AND REGULATIONS

1. Participants
All players with a FIDE flag from Spain must have a valid federation license to participate in the tournament. Foreign players must have a FIDE code before the tournament begins. Participants are required to verify their personal details, ELO ratings, and codes.

2. Venue and Schedule
The tournament is scheduled to be played from May 10 to May 16, 2025, at the Zoraida Garden Hotel, Roquetas de Mar, Almería.

• Round 1: May 10 at 4:30 p.m.
• Round 2: May 11 at 10:00 a.m.
• Round 3: May 11 at 4:30 p.m.
• Round 4: May 12 at 4:30 p.m.
• Round 5: May 13 at 10:00 a.m.
• Round 6: May 13 at 4:30 p.m.
• Round 7: May 14 at 4:30 p.m.
• Round 8: May 15 at 4:30 p.m.
• Round 9: May 16 at 11:00 a.m.

The closing and prize giving ceremony will be held on May 16 around 4:00 p.m.

3. Tournament System and Time Control
The tournament will follow a Swiss system, as implemented by the VEGACHESS program, with 9 rounds. No claims about computer pairings will be accepted unless there is a data entry error.
The time control will be 75 minutes for 40 moves plus 30 minutes for the rest of the game, with a 30-second increment per move starting from move 1.
Analysis or game reproduction is not allowed in the playing area. Players must not leave the playing area without the Arbiter's permission while their game is in progress.

4. Initial Ranking
The players will be ordered by the current FIDE ELO rating. For those not listed, the last published ELO will be used. In case of equal ELO ratings, FIDE titles will be considered, followed by alphabetical order.

5. Request for BYE/Rest
Players (excluding invited participants) may request up to 2 half-point BYEs, which must be requested or cancelled before the end of the previous round. These can be applied in the first six rounds of the tournament. During a requested BYE round, the player will not be paired and will receive half a point.

6. Default, No-Shows, and Disqualifications
A maximum default of 30 minutes is allowed from the start time.
A player's absence in a round will result in disqualification unless they request to continue in writing before the next round's pairing is published.
Accumulating two absences, justified or not, will lead to definitive disqualification.

7. Electronic Devices
Unless expressly authorized by the Arbiter, the use or possession of mobile phones, smart watches, or any other electronic devices in the playing area during games is not allowed. Non-compliance of this norm will result in a loss of the game.
The organization and arbiters are not responsible for safeguarding electronic devices.

8. Game Notation
Players must submit the original signed score sheet with the correct result to the Arbiter at the end of each game.
Moves must be written down clearly and legibly using algebraic notation.

9. ELO Rating and Titles
The tournament will be valid for obtaining international title norms and for FIDE and FADA ELO rating, in accordance with current regulations.

10. Tie-Break
The following tie-break system will be employed (for unplayed games and other adjustments, FIDE's C.07 will be considered):

a) Premature Draw Penalty*
b) Buchholz Cut 2 (BH-C2)
c) Buchholz Cut 1 (BH-C1)
d) Games one Elected to play (GE)
e) Direct Encounter (DE)
f) Number of Wins (WIN)
g) Average Performance Rating of Opponents (APRO)

* Premature draw penalty applies to games drawn before each player has completed 30 moves. For tie-break purposes, such games will be scored with 0.5 negative points to both players, for each penalized game.

11. Playing Conditions
Players are entitled to fair and comfortable playing conditions, respectful treatment from the Organization and arbiters, adequate services, comprehensive tournament information, specific title results information, and open access to the playing area 30 minutes before the round starts.

12. Participation Conditions
By participating, players consent to the publication of images and personal data (name, surname, birth year, and sports data) in various media for event promotion purposes.
The tournament will adhere to the current FIDE Laws of Chess. Registration implies acceptance of these rules and the pairing program used.
These rules may be briefly modified before the tournament starts.
13. Appeals Committee and Claims
The Appeals Committee will consist of the Tournament Director (with a casting vote), two main players, and two substitutes. Only those born before 2007 may be part of the committee, preferably players with an arbiter title.
Decisions by the Chief Arbiter can be appealed in writing within 15 minutes after the game ends, as per the authorized terms of the FIDE Laws of Chess. Non-game-related penalties decided by the Chief Arbiter are also appealable within 15 minutes of notification.
A 50€ deposit must be provided when submitting a claim, refundable only if the appeal is upheld.

14. Registration
The following registration fees are applicable:
• Reduced Fee: €50 (for registrations until March 15)
• General Fee: €100 (for registrations after March 15)
• WIM, IM, WGM, GM titles: Free

15. Prizes
Prizes will be awarded strictly based on final standings, including tie-breaks. Prizes are non-cumulative. The top five player in the general standings will receive prizes ranked from 1st to 5th.
ELO category prizes will be book vouchers sponsored by Quality Chess (the books will be sent to your home address after the event – or you can have them in ebooks via chesstempo.com or forwardchess.com, or a mix).
If eligible for two ELO category prizes, the higher-value prize will be awarded. If of equal value, the prize in the higher ELO category (sub2300) will be awarded.

BASES

1. Participantes.
Los jugadores con bandera ESP en la FIDE deberán tener licencia federativa en vigor en España para la disputa del torneo y los jugadores extranjeros deberán tener código FIDE antes del comienzo del torneo. Los participantes tienen la obligación de verificar sus datos personales, ELO y códigos entre otros.

2. Local de juego y cronograma.
El torneo se disputará del 10 al 16 de mayo de 2025 en los salones del Hotel Zoraida Garden en Roquetas de Mar, Almería.

• 1ª Ronda 10 de mayo 16:30 horas
• 2ª Ronda 11 de mayo 10:00 horas
• 3ª Ronda 11 de mayo 16:30 horas
• 4ª Ronda 12 de mayo 16:30 horas
• 5ª Ronda 13 de mayo 10:00 horas
• 6ª Ronda 13 de mayo 16:30 horas
• 7ª Ronda 14 de mayo 16:30 horas
• 8ª Ronda 15 de mayo 16:30 horas
• 9ª Ronda 16 de mayo 11:00 horas

La ceremonia de clausura y entrega de premios será el día 16 de mayo a las 16:00 horas aproximadamente.

3. Sistema y ritmo de juego.
Sistema suizo, según programa VEGACHESS, a 9 rondas. No se admiten reclamaciones sobre el emparejamiento informático, salvo error en la entrada de datos.
El ritmo de juego será, para cada jugador, de 75 minutos para las primeras 40 jugadas + 30 minutos para el resto, con 30 segundos de incremento por jugada desde la primera.
No estará permitido el análisis, ni la reproducción de partidas en la sala de juego. No podrá abandonarse la sala de Juego, teniendo la partida en curso, sin autorización del Árbitro.

4. Orden Inicial.
Según ELO FIDE vigente (en los excluidos de lista, su último ELO publicado). En igualdad de ELO FIDE, se atenderá a la mejor titulación FIDE y posteriormente por orden alfabético.

5. Solicitud BYE/Descansos.
Habrá hasta 2 BYE de medio punto a disposición de los jugadores (salvo jugadores invitados), se pueden solicitar o cancelar antes de que finalice la ronda anterior, aplicables en las 6 primeras rondas del torneo. En la ronda solicitada, no se emparejará al jugador solicitante del BYE y se le otorgará medio punto.

6. Retrasos, incomparecencias y descalificaciones.
Se permite un retraso máximo de 30 minutos, se cuenta el tiempo desde la hora real de inicio de juego.
La incomparecencia de un jugador a una ronda causará su descalificación, salvo que por escrito pida proseguir, antes de publicarse el pareo de la siguiente ronda.
Supone la descalificación definitiva: la acumulación de dos incomparecencias, justificadas o no.

7. Dispositivos electrónicos.
Salvo que el árbitro lo autorice expresamente, en la sala de juego, durante las partidas está prohibido utilizar o llevar cualquier dispositivo electrónico. El incumplimiento conlleva la pérdida de la partida.
Ni la organización, ni los árbitros se hacen responsables de la guarda y custodia de los dispositivos electrónicos.



8. Anotación de las partidas.
Los jugadores tienen la obligación de entregar la planilla original firmada y con el resultado correcto al árbitro al finalizar la partida.
Las jugadas se anotarán de forma tan clara y legible como sea posible, anotación algebraica.

9. Válido para ELO.
El torneo será válido para la obtención de norma de título internacional, y de clasificación ELO FIDE y FADA, conforme a la reglamentación vigente.


10. Desempates.
Se aplicarán los siguientes sistemas de desempates (las partidas no jugadas y otros ajustes se regirán por el C.07 de la FIDE).
a) Penalización por tablas prematuras*
b) Bucholz -2 (BH-C2)
c) Bucholz -1 (BH-C1)
d) Número de partidas que ha elegido jugar (GE)
e) Resultado particular (DE)
f) Número de victorias (WIN)
g) Promedio de performance de los oponentes (APRO)

* La penalización por tablas prematuras se aplicará a las partidas que hayan finalizado en tablas sin que ambos jugadores hayan realizado 30 jugadas cada uno. El cálculo del desempate se realizará acumulando 0,5 puntos negativos por cada partida penalizada por tablas prematuras.

11. Condiciones de juego.
Los jugadores tienen derecho a condiciones de juego dignas, reglamentarias y confortables; a un trato justo y respetuoso por parte de la Organización y los árbitros; a servicios suficientes; a una completa información general deportiva del torneo; a una información específica sobre resultados de título; y tener acceso abierto en la zona de juego 30 minutos antes de comenzar la ronda.

12. Condiciones de participación.
Al participar en el torneo se acepta la publicación de imágenes y datos personales (nombre, apellidos, año de nacimiento y datos deportivos), en diferentes medios de comunicación, para la necesaria difusión y promoción del evento (listados de resultados, clasificaciones, participantes, partidas, …).
El torneo se regirá por las Leyes del Ajedrez de la FIDE en vigor. La inscripción en el torneo implica la aceptación de las presentes bases y del programa de emparejamiento empleado.
Estas bases pueden ser brevemente modificadas antes del inicio del torneo.

13. Comité de apelación y reclamaciones
El Comité de apelación estará formado por el Director del Torneo, con voto dirimente, y 2 jugadores titulares y 2 suplentes. Solo podrán formar parte del comité los nacidos antes de 2007. En primer lugar, se elegirán de entre los jugadores que sean árbitros.
Una decisión del Árbitro Principal es recurrible al Comité de competición, por escrito, en los 15 minutos siguientes a la finalización de la partida en cuestión, en los términos autorizados por las Leyes del Ajedrez. Las sanciones al margen del juego, decididas por el Árbitro Principal son igualmente recurribles dentro de los 15 minutos siguientes a su notificación.
Al presentar la reclamación se deberá entregar a la organización una fianza de 50€ que será devuelta solo si el comité resuelve favorablemente la reclamación.

14. Inscripciones.
Se establecen las siguientes cuotas de inscripción:
• Cuota Reducida – 50 €* (inscripciones realizadas hasta el 15 de marzo)
• Cuota General – 100 € (inscripciones realizadas a partir del 15 de marzo)
• Titulados WIM, IM, WGM, GM – Gratis
Cancelaciones: En caso de cancelación, la cuota de inscripción no será reembolsada.

15. PREMIOS.
Los premios no se reparten, se otorgan por riguroso orden de clasificación incluyendo los Desempates. Los premios no son acumulables. Los 5 primeros de la clasificación general recibirán los premios del 1 al 5.
Los premios por tramos de elo serán bonos canjeables por libros patrocinados por Quality Chess (Los libros se te enviarán a tu dirección al acabar el torneo; también se podrán canjear por versiones en ebook a traves de chesstempo.com y/o de forwardchess.com, o una combinación de ambos formatos).
En los premios por tramos ELO, en caso de optar a dos de ellos, se entregará el de mayor cuantía. En caso de igual cuantía se entregará el de tramo de elo mayor (sub2300).
