2. ADMISIÓN
1. Se permite la inscripción en el I Torneo de Ajedrez Activo o I Torneo de Ajedrez Relámpago, si los jugadores cumplen lo siguiente: los de bandera española en FIDE, por imperativo de la Federación, deben estar federados y tener licencia en vigor para la temporada 2023; los de bandera extranjera en FIDE deben tener código FIDE (FIDE-ID). La Organización se reserva el derecho de admisión.
2. ADMISSION
1. Registration in the I Rapid Chess Tournament or I Blitz Chess Tournament is allowed if the players meet the following: those with the Spanish flag in FIDE, by imperative of the Federation, must be federated and have a valid license for the 2023 season; those of foreign flag in FIDE must have FIDE code (FIDE-ID). The organization reserves the right of admission.

Sistema: suizo holandés FIDE, según programa VegaChess. No se admiten reclamaciones sobre el pareo informático, salvo por entrada errónea de datos o fallo grave del programa. Las rectificaciones deben asegurar, y no afectar, el normal desarrollo de la competición.

System: FIDE (Dutch) Swiss System, according to VegaChess. Complaints about computer matching are not accepted, except for erroneous data entry or serious program failure. Corrections must ensure, and not affect, the normal development of the competition.

7. DESCANSOS AUTORIZADOS (“BYES” DE MEDIO PUNTO).
1. Un jugador puede solicitar no jugar en alguna ronda, recibiendo medio punto por cada exención (se entiende sin asignación de color; no cuenta como incomparecencia, y se acepta el efecto que sea pertinente en desempates). Se pueden conceder hasta 3 descansos de medio punto, aplicables en las 6 primeras rondas del Torneo Activo. En el Torneo 960, se pueden conceder hasta 2 descansos de medio punto, para la 5 primeras rondas.
2. Requisito: solicitud escrita, e-mail de inscripción, antes de la primera ronda del Torneo Rápido. Se requiere confirmación expresa de la Organización.
3. Cancelación: Un jugador podrá cancelar sus exenciones. Lo hará por escrito antes de la publicación del primer pareo, o antes de iniciarse la ronda inmediata precedente, según el caso.
4. Confirmación: tanto la concesión como la cancelación requiere confirmación expresa de la Organización para ser válida. El jugador debe probar tal confirmación, en caso necesario.
7. BYES OF HALF POINT
1. A player can request not to play in any round, receiving half a point for each requested bye (this is understood without assignment of color; it does not count as a default, and the pertinent effect is accepted in tiebreaks). Up to 3 breaks can be granted, untill 6th round for I Rapid Chess Tournament.
Up to 2 breaks can be granted, untill 5th round for 960 Chess Tournament.
2. Requirement: written request, registration e-mail, before the first round of the Rapid Tournament. Confirmation from the Organization is required.
3. Cancellation: A player will be able to cancel his byes. He will do so in writing before the publication of the first pairing, or before the start of the immediately preceding round, as the case may be.
4. Confirmation: concession and cancellation require express confirmation from the Organization to be valid. The player must prove such confirmation, if necessary.

8. REGLAS DE JUEGO
1. Regirán las Leyes del Ajedrez**, el Código de Ética de FIDE, y las presentes Bases, que pueden ser modificadas, previo anuncio, por razón de fuerza mayor o por mejora técnica o por cambio las reglas oficiales de la Federación. La versión definitiva de las Bases será la versión en castellano expuesta en la sala de juego.
2. La inscripción presupone la aceptación de las Bases. Los jugadores se atendrán a estas reglas durante el curso de sus partidas.
3. El Árbitro Principal pueden imponer sanciones a los participantes por conductas en el recinto de juego, aunque no guarden relación directa con una partida, si afectan al buen orden del torneo, incluyendo las reclamaciones ostensiblemente temerarias o de mala fe; o al respeto debido a las personas asistentes; o al cuidado de las instalaciones. La sanción se corresponderá con la gravedad, el daño causado y la reincidencia, y serán las contempladas en el artículo 12.9 de las Leyes del Ajedrez.
4. Para salir de la zona de juego los jugadores, estén o no en juego, seguirán las reglas previstas en las Leyes del Ajedrez y las instrucciones del Árbitro Principal. El incumplimiento de estas normas puede conllevar una sanción, conforme a las Leyes del Ajedrez y al Código de Ética de FIDE.
5. Los jugadores deben comunicar al árbitro el resultado de la partida, inmediatamente que termine la partida, sin levantarse de su mesa.

8. PLAYING RULES
1. Laws of Chess**, the FIDE Code of Ethics, and these Regulations shall be applied, which may be modified. The definitive version of the Regulations will be the Spanish version given in the Playing Hall.
2. Registration implies acceptance of these Regulations. Players will abide by these rules during their games.
3. Chief Arbiter may impose sanctions on participants for inappropriate behavior on the Playing Zone, even if not directly related to a game, if they affect the good order of the tournament, including claims that are ostensibly reckless or in bad faith; or to the respect due to the people attending; or care of the facilities. The penalty will correspond to the seriousness, the damage caused and the recurrence, and will be those contemplated in article 12.9 of the Laws of Chess.
4. In order to leave the Playing Zone, players, whether or not they are in play, will follow the rules set forth in the Laws of Chess and the instructions of the Chief Arbiter. Failure to comply with these rules may lead to a sanction. The penalties will be in accordance with the Laws of Chess and the FIDE Code of Ethics.
5. Players must inform an arbiter about the result of the game, immediately after the game ends.

11. CONDICIONES DE JUEGO
1. Los jugadores tienen derecho a condiciones de juego dignas, reglamentarias y confortables; a un trato justo y respetuoso por parte de la Organización y los árbitros; a servicios suficientes; a una completa información general deportiva del torneo; a una información específica sobre resultados de título; y tener acceso abierto en la zona de juego 30 minutos antes de comenzar la ronda, a fin de realizar las actuaciones sanitarias pertinentes.
2. Los jugadores no pueden llevar ni usar dispositivos electrónicos de comunicación, ni complementos electrónicos de mano o aparatos de otro tipo, salvo en los términos autorizados por el árbitro principal, conforme a las Leyes del Ajedrez de FIDE. En caso contrario, perderán la partida. La Organización no aceptará el depósito de estos dispositivos o complementos.
3. Se podrá sancionar más levemente la tenencia de un dispositivo electrónico de comunicación. Tal sanción más leve sólo será aplicable si el dispositivo se ha encontrado totalmente desconectado y el jugador no ha salido de la zona de juego durante el transcurso de la partida.
4. El Árbitro Principal puede decidir que alguna partida se dispute o prosiga en un recinto especial.
11. PLAYING CONDITIONS
1. Players are entitled to decent and comfortable playing conditions; to fair and respectful treatment by the Organization and the arbiters; to sufficient services; to complete general sports information about the tournament; to specific information about title results; and have open access to thenplaying area 30 minutes before the start of the round, in order to carry out the pertinent health actions.
2. Players may not carry or use electronic communication devices, smart watches or other devices that may contain information, except as authorized by the Chief Arbiter, in accordance with the FIDE Laws of Chess. Otherwise, they will lose the game. The Organization will not accept the deposit of these devices or accessories.
3. Possession of an electronic communication device may be sanctioned more lightly. Such a lighter sanction will only be applicable if the device has been completely disconnected and the player has not left the Playing Hall during the game.
4. Chief Arbiter may decide that any game be played or continue in a special room.

12. CONDICIONES DE PARTICIPACIÓN
1. Los participantes autorizan a la Organización el uso de los datos de identificación personal proporcionados, así como de las fotos o videos, para las finalidades propias de la gestión del torneo y de su información deportiva en los medios de comunicación e Internet.
2. El alojamiento y cuidado de menores participantes no es responsabilidad de la Organización.
3. La Organización no se hace responsable de la asistencia sanitaria de los participantes.
12. PARTICIPATION CONDITIONS
1. Participants authorize the Organization to use the personal identification data provided, as well as the photos or videos, for the purposes of managing the tournament and its sports information in the media and the Internet.
2. Accommodation and care of underage participants is not the responsibility of the Organization.
3. Organization is not responsible for the health care of the participants.

14. RECLAMACIONES
1. Cada jugador revisará con diligencia sus datos en los listados oficiales del Festival. Puede rechazarse la reclamación de un jugador, sobre sus datos o resultados, a efectos de premio y en perjuicio de terceros, planteada tras publicarse el pareo de la última ronda; y si se refiere al pareo o resultado de dicha última ronda, si han transcurrido 15 minutos desde su publicación.
2. Una decisión del Árbitro Principal es recurrible al Comité de Apelación, por escrito, en los 15 minutos siguientes a la finalización de la partida en cuestión, en los términos autorizados por las Leyes del Ajedrez. Las sanciones al margen del juego, decididas por el Árbitro Principal, son igualmente recurribles dentro de los 15 minutos siguientes a su notificación. Para presentar el recurso habrá que depositar una fianza de 30€ que será devuelta si el recurso prospera, o aún en caso de no prosperar, si el Comité de Apelación considera que había causas fundadas para su
presentación.
3. El Comité lo formará el Director del Torneo, o quien haga sus veces, con voto dirimente, y 4 jugadores, por sorteo, que sean árbitros titulados, o que conste nacidos antes de 2004 y con Elo superior a 1900 (computado en el ranking). Si hay árbitros titulados entre los jugadores, es deseable que al menos uno de ellos forme parte del Comité. Habrá suplentes para cubrir la ausencia en la sala
de juego o la implicación directa.
14. COMPLAINTS
1. Each player will review their data in the official lists of the Festival. A player's claim, regarding his data or results, for prize purposes and to the detriment of third parties, raised after the publication of the pairing of the last round may be rejected; and if it refers to the pairing or result of said last round, if 15 minutes have elapsed since its publication.
2. A decision of the Chief Arbiter can be appealed to the Appeals Committee, in writing, within 15 minutes after the end of the game in question, in the terms authorized by the Laws of Chess. Sanctions outside the game, decided by the Chief Arbiter, can also be appealed within 15 minutes of their notification. To present the appeal, a deposit of €30 will have to be deposited, which will be returned if the appeal is successful, or even if it is not successful, if the Appeals Committee considers that there were well-founded causes for its presentation.
3. The Appeal Committee will be made up of the Tournament Director, or whoever takes his place and 4 players, according to the drawing of lots, who are qualified arbiters, or born before 2004 and with an Elo rating greater than 1900 (computed in the ranking). If there are qualified arbiters among the players, it is desirable that at least one of them is part of the Committee. There will be substitutes to cover the absence in the Playing Hall or direct involvement.

15. DESCALIFICACIÓN
La incomparecencia (no el “bye”) de un jugador a una ronda causará su descalificación, salvo que por escrito se excuse y pida proseguir, antes de publicarse el pareo de la ronda siguiente. Supone la descalificación definitiva:
- La acumulación de dos incomparecencias, salvo excepción autorizada por el Árbitro Principal y el Director del Torneo, en base a una razón justificada.
- Una falta grave, de acuerdo con las Leyes del Ajedrez y el Código de Ética de la FIDE.
15. DISQUALIFICATION
A player’s default (not the "bye") in a round will cause his disqualification, unless he excuses himself in writing and asks to continue, before publishing the pairing for the next round. It supposes the definitive disqualification:
- The accumulation of two defaults, except for an exception authorized by the Chief Arbiter and the Tournament Director, based on a justified reason.
- A serious offense, in accordance with Laws of Chess and the FIDE Code of Ethics

17. ENTRY FEE

Apéndice A. Ajedrez Activo
A.1 Una partida de 'ajedrez activo o rápido' es aquella en la que todos los movimientos deben completarse en un tiempo fijo de más de 10 minutos, pero menos de 60 minutos para cada jugador; o cuando el resultado de la suma del tiempo asignado más el incremento por movimiento multiplicado por 60 es de más de 10 pero menos de 60 minutos para cada jugador.
A.2 Los jugadores no están obligados a anotar los movimientos, pero no pierden sus derechos a reclamar basándose en una planilla. El jugador puede, en cualquier momento, pedirle al árbitro que le proporcione una planilla para anotar las jugadas.
A.3 Las penalizaciones mencionadas en los Artículos 7 y 9 de las Reglas de Competición serán de un minuto en lugar de dos minutos.
A.4 Las Reglas de Competición se aplicarán si:
A.4.1 un árbitro supervisa como máximo tres partidas y

Appendix A. Rapid Chess
A.1 A ‘Rapid chess’ game is one where either all the moves must be completed in a fixed time of more than 10 minutes but less than 60 minutes for each player; or the time allotted plus 60 times any increment is of more than 10 minutes but less than 60 minutes for each player.
A.2 Players do not need to record the moves, but do not lose their rights to claims normally based on a scoresheet. The player can, at any time, ask the arbiter to provide him/her with a scoresheet, in order to write the moves.
A.3 The penalties mentioned in Articles 7 and 9 of the Competitive Rules of Play shall be one minute instead of two minutes.
A.4 The Competitive Rules of Play shall apply if:
A.4.1 one arbiter supervises at most three games and
A.4.2 each game is recorded by the arbiter or his/her assistant and, if possible, by electronic means.
A.4.3 The player may at any time, when it is his/her move, ask the arbiter or his/her assistant to show him/her the scoresheet. This may be
requested a maximum of five times in a game. More requests shall be considered as a distraction of the opponent.
A.5 Otherwise the following apply:
A.5.1 From the initial position, once 10 moves have been completed by each player,
A.5.1.1 No change can be made to the clock setting, unless the schedule of the event would be adversely affected.
A.5.1.2 No claim can be made regarding incorrect set-up or orientation of the chessboard. In case of incorrect king placement, castling is not allowed. In case of incorrect rook placement, castling with this rook is not allowed.
A.5.2 If the arbiter observes an action taken under Article 7.5.1, 7.5.2, 7.5.3 or 7.5.4, he/she shall act according to Article 7.5.5, provided the
opponent has not made his/her next move. If the arbiter does not intervene, the opponent is entitled to claim, provided the opponent has not made his/her next move. If the opponent does not claim and the arbiter does not intervene, the illegal move shall stand and the game shall continue. Once the opponent has made his/her next move, an illegal move cannot be corrected unless this is agreed by the players without intervention of the arbiter.
A.5.3 To claim a win on time, the claimant may pause the chessclock and notify the arbiter. However, the game is drawn if the position is such
that the claimant cannot checkmate the player’s king by any possible series of legal moves.
A.5.4 If the arbiter observes both kings are in check, or a pawn stands on the rank furthest from its starting position, he/she shall wait until the
next move is completed. Then, if an illegal position is still on the board, he/she shall declare the game drawn.
A.5.5 The arbiter shall also call a flag fall, if he/she observes it.
A.6 The regulations of an event shall specify whether Article A.4 or Article A.5 shall apply for the entire event.

Directrices II. Reglas de ajedrez 960
II.1 Antes del comienzo de una partida de Ajedrez960, se sortea la posición inicial de las piezas según unas reglas concretas. Después se juega la partida de la misma forma que en el ajedrez normal. En concreto, las piezas y los peones se mueven normalmente y el objetivo de cada jugador es dar jaque mate al rey del oponente.
II.2 Requisitos de la posición inicial
La posición inicial de Chess960 debe cumplir con ciertas reglas. Los peones blancos se colocan en la segunda fila como en el ajedrez normal. Todas las piezas blancas restantes se colocan al azar en la primera fila, pero con las siguientes restricciones:
II.2.1 el rey se coloca en algún lugar entre las dos torres, y II.2.2 los alfiles se colocan en casillas de colores opuestos, y II.2.3 las piezas negras se colocan simétricamente frente a las piezas blancas.
La posición inicial se puede generar antes de la partida por medio de un programa informatico o usando dados, monedas, cartas, etc.
II.3 EL enroque en Ajedrez960
II.3.1 El Ajedrez960 permite que cada jugador se enroque una vez por partida, en un único movimiento que podrá incluir al rey y a una torre. Sin embargo, hay que hacer algunas precisiones sobre las reglas del enroque del ajedrez normal, pues éstas presuponen ubicaciones iniciales de la torre y el rey que en la mayoría de los casos, no son aplicables en Ajedrez960.
II.3.2 Cómo enrocarse. En Ajedrez960, dependiendo de la posición inicialdel rey y la torre, la maniobra de enroque se realiza siguiendo uno de estos métodos:
II.3.2.1 Enroque por doble movimiento: se realiza un movimiento con el rey y otro con la torre, o
II.3.2.2 Enroque por transposición: transponiendo las posiciones del rey y la torre, o
II.3.2.3 enroque por movimiento de rey: se mueve sólo el rey, o
II.3.2.4 Enroque por movimiento de torre: se mueve sólo la torre.
II.3.2.5 Recomendaciones:
• Cuando el enroque lo realice un jugador humano en un tablero físico, se recomienda que mueva el rey fuera de la superficie de juego junto a la que ha de ser su posición final, mueva la torre de su casilla de origen a la de destino, y sitúe entonces el rey en su casilla de destino.
• Después de enrocarse, las posiciones finales del rey y la torre deben ser exactamente las mismas que en el ajedrez normal.
II.3.2.6 Aclaración
De esta forma, después del enroque del flanco c (anotado como 0-0-0 y conocido como enroque largo en el ajedrez ortodoxo), el rey se situa
sobre la casilla c (c1 para las blancas y c8 para las negras) y la torre sobre la d (d1 para blanco y d8 para negro). Tras enrocarse por el flanco g (anotado como 0-0 y conocido como enroque corto en el ajedrez ortodoxo), el rey se sitúa sobre la casilla g (g1 para las blancas y g8 para las negras) y la torre sobre la f ( f1 para blanco y f8 para negro).
II.3.2.7 Notas
1. Para evitar malentendidos, puede ser útil decir "Me voy a enrocar" antes de enrocar.
2. En algunas posiciones iniciales, el rey o la torre (pero no ambos) no se mueven durante el enroque.
3. En algunas posiciones iniciales, el enroque puede tener lugar en el primer movimiento.
4. Todas las casillas entre las casillas inicial y final del rey (incluida esta última) y todas las casillas entre las casillas inicial y final de la torre (incluida esta última) deben estar vacías excepto la del rey y la de la torre con la que se enroque.

Guidelines II. Chess960 Rules
II.1 Before a Chess960 game a starting position is randomly set up, subject to certain rules. After this, the game is played in the same way as regular chess. In particular, pieces and pawns have their normal moves, and each player's objective is to checkmate the opponent's king.
II.2 Starting Position Requirements
The starting position for Chess960 must meet certain rules. White pawns are placed on the second rank as in regular chess. All remaining white pieces are placed randomly on the first rank, but with the following restrictions:
II.2.1 the king is placed somewhere between the two rooks, and
II.2.2 the bishops are placed on opposite-coloured squares, and
II.2.3 the black pieces are placed opposite the white pieces.
The starting position can be generated before the game either by a computer program or using dice, coin, cards, etc.
II.3 Chess960 castling rules
II.3.1 Chess960 allows each player to castle once per game, a move by potentially both the king and rook in a single move. However, a few
interpretations of regular chess rules are needed for castling, because the regular rules presume initial locations of the rook and king that are often not applicable in Chess960.
II.3.2 How to castle. In Chess960, depending on the pre-castling position of the castling king and rook, the castling manoeuvre is performed by one of these four methods:
II.3.2.1 double-move castling: by making a move with the king and a move with the rook, or
II.3.2.2 transposition castling: by transposing the position of the king and the rook, or
II.3.2.3 king-move-only castling: by making only a move with the king, or
II.3.2.4 rook-move-only castling: by making only a move with the rook.
II.3.2.5 Recommendations:
• When castling on a physical board with a human player, it is recommended that the king be moved outside the playing surface next to his/her final position, the rook then be moved from its starting position to its final position, and then the king be placed on his final square.
• After castling, the rook and king's final positions should be exactly the same positions as they would be in regular chess.
II.3.2.6 Clarification
Thus, after c-side castling (notated as 0-0-0 and known as queen-side castling in ortho-dox chess), the king is on the c-square (c1 for white and c8 for black) and the rook is on the d-square (d1 for white and d8 for black). After g-side castling (notated as 0-0 and known as king-side
castling in orthodox chess), the king is on the g-square (g1 for white and g8 for black) and the rook is on the f-square (f1 for white and f8 for black).
II.3.2.7 Notes
1. To avoid any misunderstanding, it may be useful to state "I am about to castle" before castling.
2. In some starting positions, the king or rook (but not both) does not move during castling.
3. In some starting positions, castling can take place as early as the first move.
4. All the squares between the king's initial and final squares (including the final square) and all the squares between the rook's initial and final squares (including the final square) must be vacant except for the king and castling rook.
5. In some starting positions, some squares can stay filled during castling that would have to be vacant in regular chess. For example, after c-side castling 0-0-0, it is possible to have a, b, and/or e still filled, and after g-side castling (0-0), it is possible to have e and/or h filled.
