TECHNICAL BASES
1. GAME SYSTEM AND PARTICIPATION RULES

It will be played by the Swiss System for 9 rounds. The pairing will be done with the VegaChess program.

The ranking will be made based on the best ELO FIDE. In case of the same ELO FIDE, according to alphabetical order. Only players who have at least 1800 standard ELO FIDE points on the list as of October 1, 2023 will be able to participate in OPEN A. There are no special conditions for titled players.

In order to participate in the competition, all players must be staying at the Meliá Benidorm Hotel and must make the reservation through the web link: www.benidormchess.com. If you have questions or problems, contact the organization.

If the hotel booking is made through another channel, the organization will not register the player in the list of participants and the price of the registration will be returned to the participant with the management and financial expenses incurred.

The only exception to this rule is for federated players in the provinces of Alicante and Valencia and with residence at a distance of less than 100 km from the game room. 2. RATE OF PLAY
90 minutes per player for the entire game, with an increment of 30 seconds per move made. (G-90 min + 30 s/m).

3. LICENSED


All players with ESP flag before FIDE must be licensed in Spain.

4. PARTICIPATION

All players and international titled players who have at least 1800 ELO FIDE points on the list of October 1, 2023 will be able to participate.

5. SPECIAL RULE ON DRAW AGREEMENT
Draws cannot be agreed without the consent of the arbiter, until both players have completed a number equal to or greater than thirty moves. The main arbiter will grant this consent on an exceptional basis. (SOFIA RULE)


6. PLAYING VENUE
Meeting rooms of the Hotel Meliá Benidorm: Av. Dr. Severo Ochoa, 1 / 03503 Benidorm (Alicante). To access the playing area, each player must have their accreditation visible.

No player who does not have accreditation will be allowed to enter. You may be asked to verify your identity at any time within the playing area.

Prize presentation
The schedule of this calendar could be modified in case of organizational need. Each player will be notified personally and well in advance of the changes that are made.

8. MOVES RECORD
It is mandatory for all players to record all moves in a regulatory manner.

9. PRESENTATION TO GAMES
Any player who has not appeared on the board within 30 minutes from the effective start time of the round will lose the game. An unjustified absence will result in the elimination from the Open. The player must excuse his absence, if necessary, stating the reasons that justify it and ensuring his presence in the following rounds. The Main Arbiter, whose decision can be appealed to the Competition Committee, will assess such justification and guarantee in the first instance.

10. BYES
Up to a maximum of 4 byes may be requested. Byes will be worth zero points. The first two byes will be requested through the web. The following byes will be requested at the arbiter table before the end of the previous round. Byes may not be requested in the last two rounds.

11. STIE-BREAKING SYSTEM
Ties to points in the final classification will be resolved by applying the following tie-breaking systems recommended by FIDE:

2. APPRO. Average performance of rivals

3. Medium Buchholz

4. ARO. Average rating of rivals

5. Highest number of games won

6. Number of wins with black pieces
7. Number of games played with black pieces

12. PLAYER CONTROL, SECURITY AND ACCESS TO THE PLAYING AREA
In order to be paired in the first round, all participants must have collected their accreditation.

A REGISTRATION CONTROL will also be carried out to include them in the different prize lists for which they are eligible.

Players are required to complete the Acceptance Document for Personal Safety Inspection in order to participate in the competition. Such inspection may be requested at any time by a member of the security company hired for the security of the tournament. In case of refusal, the player could be immediately expelled from the competition, and it will be communicated to the Management of the Hotel Meliá Benidorm.

The playing area will open 30 minutes before the start of each round for participants. Players must present their accreditation at the entrance to the playing area and hold it during their stay in it.

At the entrance, each player will pass an electronic and metal control. This control could also be carried out at any time during the round (entry and exit of toilets, etc.).

13. RULES OF CONDUCT

1. Players are not allowed to leave the playing area without permission from the arbiter. The term playing area is understood to be the one made up of the playing areas, rest areas, toilets and any others designated by the referee. Players will not be able to walk around the room or move away from your board. They will be able to get up to stretch their legs near their chair.
2. The player in play is not allowed to leave the playing area without permission from the arbiter.
3. The players, once their games are over, will leave the game room. They must deliver the scoresheets, duly completed, with the greatest diligence and using the shortest possible time. Analyzing is not allowed in the playing area. In the hotel hall, FAN ZONE and cafeteria it will be possible to analyze.

4. Taking photographs and making videos in the playing area during the games is NOT allowed. The organization has professional staff hired for this.5

6. With regard to electronic communication devices, players are prohibited to have such devices, unless expressly authorized by the main arbiter, based on the provisions of Article 12.2.f of the Laws of Chess or similar reason. There will be an area/closet with hangers at the entrance to the room where each player must leave their jacket and their mobile phone.

14. RULES OF CONDUCT

The Competition Committee will be made up of a President, two international arbiters, and a member of the Organization. Such Competition Committee will resolve all the claims made by the players against arbitration decisions, in matters related to the Laws of Chess, Technical Bases or FIDE regulations.

15. REGULATIONS

Any aspect not described in these Technical Bases will be resolved according to the regulations of the International Chess Federation (FIDE).

16. CLASSIFICATION

The distribution of cash prizes will be carried out following the strict order of classification given by the tiebreakers.

17. PRIZES

The prizes will not be cumulative in any case.

The payment will be made by bank transfer (only to countries that use the banking system with IBAN code and BIC/SWIFT system) or through another electronic payment system (Paysend, Paypal, Transferwise,…).

In the ELO sections, all players with an ELO lower than that of the winning section will be eligible for a prize.

The criteria for the distribution of prizes will be the following:

In the event that a player opts for two prizes of the same value in different classifications to which he can choose, the order of choice will be as follows:

a) General

b) Valencian Community

c) ELO tranches in descending order

d) Staying at the hotel

All prizes will be distributed in strict order of classification, and the current legal withholding will be applied on account of personal income tax. A distinction will be made between players with residence in Spain, non-residents in Spain but resident in the EU, and the Rest of the World.

The list of awarded players and the amounts will be available in the Additional Information tab on the info64.org website minutes after the end of the open.

18. ACCEPTANCE OF THE RULES

Registration in the tournament implies acceptance of these TECHNICAL RULES.

BASES TÉCNICAS
1. SISTEMA DE JUEGO Y NORMAS DE PARTICIPACIÓN
Se jugará por Sistema Suizo a 9 rondas. El emparejamiento se hará con el programa VegaChess.

El ranking se realizará en base al mejor ELO FIDE. A igual ELO FIDE, según orden alfabético. Solo podrán participar en el OPEN A jugadores que tengan al menos 1800 puntos ELO FIDE estándar en la lista del 1 de OCTUBRE de 2023. No existen condiciones especiales para titulados.

Para poder participar en la competición, todos los jugadores deben estar alojados en el hotel Meliá Benidorm y deberán hacer la reserva obligatoriamente por el link de la web www.benidormchess.com. En caso de tener dudas o problemas contacte con la organización.

Si la reserva en el hotel se hace por otro canal, la organización no inscribirá al jugador en la lista de participantes y se le devolverá el precio de la inscripción corriendo el participante con los gastos de gestión y financieros ocasionados.

La única excepción a esta regla es para los jugadores federados en la provincia de Alicante y Valencia y con residencia a una distancia de menos de 100 km de la sala de juego. 2. RITMO DE JUEGO
90 minutos por jugador para toda la partida, con un incremento de 30 segundos por jugada realizada (G-90 min + 30 s/j).

3. FEDERADOS
Todos los jugadores con bandera ESP ante la FIDE deben estar federados en España.

4. PARTICIPACIÓN
Podrán participar todos los jugadores y titulados internacionales que tengan al menos 2000 puntos de ELO FIDE en la lista del 1 de noviembre de 2023.

5. REGLA ESPECIAL SOBRE ACUERDO DE TABLAS
No se podrán acordar tablas sin el consentimiento del árbitro, hasta haber completado ambos jugadores un número igual o superior a treinta jugadas. El árbitro principal otorgará este consentimiento con carácter excepcional. (REGLA SOFIA)

6. LUGAR DE JUEGO
Salones del Hotel Meliá Benidorm: Av. Dr. Severo Ochoa, 1 / 03503 Benidorm (Alicante).
Para acceder a la sala de juego cada jugador deberá llevar su acreditación a la vista.

No se permitirá entrar a ningún jugador que no lleve acreditación. Se podrá pedir que verifique su identidad en cualquier momento dentro de la sala de juego.

Entrega de premios y salida de participantes
Los horarios de este calendario podrían ser modificados en el caso de necesidad organizativa. Se avisará personalmente y con gran antelación a cada jugador de los cambios que se realicen.

8. ANOTACIÓN
Es obligatorio para todos los jugadores la anotación de todas las jugadas en forma reglamentaria.

9. PRESENTACIÓN A PARTIDAS
Todo jugador/a que no se haya presentado en el tablero transcurridos 30 minutos desde la hora de inicio efectivo de la ronda, perderá la partida. Una incomparecencia no justificada supondrá la eliminación del Open. El jugador deberá excusar su incomparecencia, si fuera necesario, exponiendo los motivos que la justifican y asegurando su presencia en las rondas siguientes. Tal justificación y garantía será valorada en primera instancia por el Árbitro Principal, cuya decisión es recurrible ante el Comité de Competición.

10. BYES
Se podrán pedir hasta un máximo de 4 byes. Los byes valdrán cero puntos. Los dos primeros byes se pedirán por la web. Los siguientes byes se pedirán en la mesa arbitral antes del término de la ronda anterior. No podrán pedirse byes en las últimas dos rondas.

11. SISTEMAS DE DESEMPATE
Los empates a puntos en la clasificación final se resolverán aplicando los siguientes sistemas de desempate recomendados por la FIDE:
1. Enfrentamiento directo
2. APRO. Performance media de los rivales
3. Buchholz mediano
4. ARO. Valoración media de los rivales
5. Mayor número de partidas ganadas
6. Número de victorias con piezas negras
7. Número de partidas jugadas con piezas negras

12. CONTROL DE JUGADORES, SEGURIDAD Y ACCESO A LA SALA DE JUEGO
Para poder ser emparejados en la primera ronda, todos los participantes deberán haber recogido su acreditación. También se realizará un CONTROL DE INSCRITOS durante la competición para incluirlos en los distintos listados de premios a los que optan.
Los jugadores están obligados a cumplimentar el documento de Aceptación para Inspección Personal de Seguridad para poder participar en la competición. Dicha inspección se podrá solicitar en cualquier momento por un miembro de la Empresa de Seguridad contratada para la seguridad del torneo. En caso de negarse, el jugador podría ser expulsado inmediatamente de la competición, y se comunicará a la Dirección del Hotel Meliá Benidorm.
La sala de juego se abrirá 30 minutos antes del comienzo de cada ronda para los participantes.
Los jugadores deberán llevar su acreditación a la entrada a la sala de juego y durante su estancia en ella.
En dicha entrada, se realizará a cada jugador un control electrónico y de metales. También podría realizarse dicho control en cualquier momento durante la ronda (entrada y salida de aseos, etc.).

13. NORMAS DE CONDUCTA
1. No está permitido a los jugadores abandonar el recinto de juego sin permiso del árbitro. Se entiende por recinto de juego el constituido por las zonas de juego, de descanso, aseos y cualesquiera otras designadas por el árbitro. Los jugadores no podrán pasear por la sala ni alejarse de su tablero. Sí podrán levantarse para estirar las piernas en las cercanías de su silla.
2. Al jugador que está en juego no le está permitido abandonar la zona de juego sin permiso del árbitro.
3. Los jugadores, una vez terminadas sus partidas, abandonarán la sala de juego. Deben entregar las planillas, debidamente rellenadas, con la mayor diligencia y usando el menor tiempo posible. No está permitido analizar en la sala de juego. En el hall del hotel, FAN ZONE y cafetería se podrá analizar.
4. NO se podrán tomar fotografías y realizar vídeos en la sala de juego durante las partidas. La organización tiene personal profesional contratado para ello.
5. El personal de comunicación de la Organización o miembros acreditados de medios de comunicación podrán realizar fotografías o videos a lo largo de la partida, bajo permiso expreso del árbitro y si no producen ruido ni luces molestas, ni su actitud resulta molesta o entretiene la atención de los jugadores, ni interfiere en las partidas.
6. Con respecto a los dispositivos electrónicos de comunicación, se prohíbe a los jugadores la tenencia de tales aparatos, salvo autorización expresa del árbitro principal, fundada en lo previsto en el Artículo 12.2.f de las Leyes del Ajedrez o razón análoga. La Organización instala en la entrada a la sala una zona/ropero con perchas donde cada jugador deberá dejar su chaqueta y su teléfono móvil.

14. COMITÉ DE COMPETICIÓN
El Comité de Competición estará constituido por un Presidente, dos árbitros internacionales, y un miembro de la Organización. Dicho Comité de Competición resolverá todas las reclamaciones que efectúen los jugadores contra fallos arbitrales, en asuntos relacionados con las Leyes del Ajedrez, Bases Técnicas o normas FIDE.

15. NORMATIVA
Cualquier aspecto no descrito en estas Bases Técnicas se resolverá según las reglamentaciones de la Federación Internacional de Ajedrez (FIDE).

16. CLASIFICACIÓN
El reparto de premios en metálico se realizará siguiendo el estricto orden de clasificación que arrojen los desempates.

17. PREMIOS
Los premios no serán en ningún caso acumulables.

El pago de los mismos se realizará por transferencia bancaria (sólo a países que usen el sistema bancario con código IBAN y sistema BIC/SWIFT) o mediante otro sistema de pago electrónico (Paysend, Paypal, Transferwise,…).

En los tramos de ELO optarán a premio todos los jugadores con ELO inferior al del tramo premiado.

Los criterios para el reparto de premios será el siguiente:
1. Tendrá preferencia el premio de mayor valor.
2. En caso de que un jugador opte a dos premios del mismo valor en distintas clasificaciones a las que puede optar, el orden de elección será el siguiente:
a) General
b) Comunidad Valenciana
c) Tramos de ELO en orden descendente
d) Alojados en el hotel

Todos los premios se repartirán por estricto orden de clasificación, y se les aplicará la retención legal vigente a cuenta de IRPF. Se distinguirá entre jugadores con residencia en España, no residentes en España pero residentes en la UE y del Resto del Mundo.

La lista de jugadores premiados y sus importes estarán disponibles en la pestaña de Información adicional en la web de info64.org minutos después de la finalización del open.

18. ACEPTACIÓN DE LAS BASES
La inscripción en el torneo implica la aceptación de estas BASES TÉCNICAS.
